The government of Ontario has officially opened applications for its new Workforce Priority Stream, offering eligible foreign workers a fresh pathway to Canadian permanent residency through the Ontario Immigrant Nominee Program.
Effective August 4, 2026, eligible foreign nationals can register an Expression of Interest via Ontario’s e-Filing Portal, provided they hold a qualifying job offer from an approved employer in the province.
The development was confirmed on Wednesday in an update shared by Canada Visa on X (formerly Twitter).
According to the OINP guidelines, the newly launched stream features three distinct tracks: one for higher-skilled workers, another for lower-skilled workers, and a dedicated route for self-employed physicians registered to practice in Ontario with eligibility to bill the Ontario Health Insurance Plan.
To be considered for provincial nomination, foreign nationals must submit an EOI tied directly to a verified job offer created by an employer within the OINP Employer Portal.
Strategic shift in Canadian immigration framework
While the Workforce Priority Stream was initially unveiled on June 26, 2026, applicants were unable to join the candidate pool until the digital portal went live this week.
Ontario immigration authorities indicated that candidates with active profiles will be evaluated under a points-based ranking model introduced on July 20, 2026. Successful applicants will receive Invitations to Apply through routine selection draws.
“Once submitted, an EOI remains valid for up to 12 months,” the province stated, clarifying that candidates who do not receive an invitation within that window must submit a new registration to stay in the selection pool.
Upon receiving an invitation, candidates will have a strict window of 17 calendar days to complete and file their formal applications. Simultaneously, participating employers must secure approval for the job position within 14 calendar days of the draw.
Successful nominees holding valid job offers will be issued a provincial support letter. This document enables candidates to apply for a temporary federal work permit, allowing them to work in Canada while their permanent residence applications undergo processing.
Furthermore, applicants under the higher-skilled worker and self-employed physician streams may qualify for processing via the Enhanced Provincial Nominee Program linked to the federal Express Entry system, accelerating their timeline to permanent residency.
Phase one of a broader permanent residency overhaul
The creation of the Workforce Priority Stream marks the first official pathway introduced following a major structural overhaul of the OINP, which saw the province shut down all previous immigration streams on May 30, 2026.
Ontario officials confirmed that subsequent phases of the modernization effort will roll out additional specialized tracks, including a Priority Healthcare Worker Stream, an Entrepreneur Stream, and an Exceptional Talent Stream.
