The Lagos State Government has officially launched the Lagos Greenhouse Gas Registry (LGHGR), a digital platform designed to track, measure, and manage carbon emissions across key economic sectors in the state.
The unveiling took place on Monday, July 27, 2026, at NECA House in Alausa, Ikeja, bringing together key public- and private-sector leaders, development partners, environmental experts, and government officials.
Developed by TPHG Technologies with backing from private investment firm Swanlux Global Investments Limited (SGIL), the initiative marks a significant step forward in climate governance, emission monitoring, and environmental accountability for Nigeria’s commercial hub.
Essence of Lagos Greenhouse Gas Registry
Delivering the opening address, the General Manager of LASEPA, Dr Tunde Ajayi, highlighted the importance of establishing a credible greenhouse gas reporting framework to support evidence-based policies and position Lagos State to leverage global climate finance opportunities.
Dr Ajayi conducted a live demonstration of the LGHGR digital platform, showing how corporate entities can register, report, and monitor their operational carbon footprint.
The registry is built on an internationally recognised Measure, Report, and Verify (MRV) framework. To ensure data integrity, the system incorporates:
Mandatory self-reporting by registered commercial and industrial entities.
Regulatory verification conducted directly by LASEPA.
Independent third-party audits.
Satellite-based verification technology to ensure data accuracy.
Two-Factor Authentication (2FA) security protocols to safeguard proprietary corporate data.
Sectors covered and carbon ecosystem
The technical framework of the registry, presented by Dr Mofoluso Fagbeja, Managing Director of TPHG Technologies, addresses primary urban emission drivers in Lagos State, including rapid urbanisation and reliance on ageing vehicle fleets.
The registry mandates emission tracking across six primary sectors:
Commercial Activities: Electricity, gas, steam, and air conditioning usage.
Industrial and Manufacturing: Factory production and processing output.
Waste Management: Sewage treatment, landfill emissions, and remediation services.
Transportation: Commercial, corporate, and logistics fleet operations.
Agriculture and Forestry: Land use, farming, and allied industries.
Other High-Emission Sectors: Specialised industrial operations.
Private sector partnership and vision
Delivering the partner address, Swanlux Global Investment Limited’s Managing Director, Mr Isaac Ajana, represented by Mrs Victoria Awe, described the LGHGR initiative as a monumental step toward environmental accountability and sustainable economic growth in Nigeria.
“This partnership is more than a strategic collaboration; it is a clear demonstration of our commitment to environmental sustainability, responsible corporate citizenship, and the creation of a healthier future,” Ajana stated.
He emphasised that participation in the registry would position local businesses to attract ethical, climate-conscious investments, while calling on other Nigerian states to replicate the Lagos framework to build a coordinated national response to climate change.
Unlocking carbon markets and green finance
Beyond regulatory compliance, the LGHGR creates a structured ecosystem involving reporting entities, third-party auditors, and carbon brokers.
Businesses that register and maintain compliance will gain improved access to global carbon markets, green bonds, and international climate investment funds.
Additionally, the platform is structured to generate state revenue through certified emissions training and technical capacity-building programs.
Distinguished attendees at the launch included the Lagos State Commissioner for Health, Prof. Akin Abayomi; the Executive Director of Swanlux Global Investments Limited, Mr Folarin Familusi; the Managing Director of Anglia International Services Limited, Mr Stephen Dawodu; and representatives from the Federal Ministry of Environment.
With the release of official LGHGR guidelines and the launch of its central MRV platform, Lagos State becomes one of the pioneering sub-national entities in West Africa to establish a comprehensive, digitised carbon accounting infrastructure.
