The Budget Office of the Federation has informed the House of Representatives that not a single kobo from the N1.3 billion budgetary allocation for the controversial Presidential Foreign Intervention Promotion Council (PFIPC) was ever released or disbursed.
Appearing before the House Ad-hoc Committee investigating the agency on Friday, July 24, 2026, the Director-General of the Budget Office, Tanimu Yakubu, explained that while funding had been included in the 2026 Appropriation Act, statutory spending controls successfully prevented any money from moving.
“The conclusion is firm. Not one kobo of the personnel provision could lawfully have been drawn, and not one kobo was drawn. The overhead provision never matured into a lawful cash release,” Yakubu testified.
“The capital provision never matured into procurement or expenditure. The conditions required for spending were not met and were not close to being met. There is therefore no personnel expenditure to recover. The money never moved because the controls held,” he added.
Yakubu further stated that the Ministry of Finance and the Office of the Accountant-General of the Federation were instructed to freeze all administrative and financial processing tied to the unapproved entity.
Central Bank and civil service findings
Yakubu’s testimony aligns with disclosures made earlier in the week by the Central Bank of Nigeria (CBN) and the Office of the Head of the Civil Service of the Federation (OHCSF).
The CBN Director of Banking Services, Abdullahi Hamisu, confirmed to lawmakers that while two foreign currency accounts were opened following instructions from the Accountant-General’s office, both accounts remained inactive with zero funds, zero remittances, and no assigned signatories.
Similarly, the Head of the Civil Service of the Federation, Didi Walson-Jack, testified that her office never allocated workspace in the Federal Secretariat complex to the council nor deployed civil service personnel to its structure.
PFIPC, Adeyemi is under investigation
The multi-agency probe was initiated following directives from President Bola Tinubu to investigate Adeniyi Adeyemi, who publicly presented himself as the council’s Director-General and claimed official presidential backing.
Adeyemi, who was recently arrested in Osun State, remains in custody under interrogation by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) as the legislative and anti-corruption inquiries continue.
