
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has officially commenced investigations into the alleged Presidential Foreign Intervention Promotion Council (PFIPC) scandal.
This development coincides with a fresh push by the self-proclaimed Director-General of the controversial council, Adeniyi Adeyemi, who has written an open letter to President Bola Tinubu demanding an independent, multi-stakeholder panel to oversee the inquiry.
Adeyemi, who faces federal arraignment, claims he has withdrawn from public spaces due to verified intelligence that he has been “targeted for elimination.”
Confirming the commission’s active involvement, ICPC spokesperson John Odey stated on Monday, July 13, 2026, that the anti-graft agency possesses the absolute capacity to unravel the intricate layers of the scandal.
“The matter has been given to us. We are working on it,” Odey said. “The capacity of the ICPC to work on its own or in collaboration with other agencies has never been in doubt.”
The root of the scandal: The N1.3bn budget insertion
The high-stakes probe stems from a direct order issued by President Tinubu, giving the ICPC a strict 30-day mandate to investigate the origins of the PFIPC.
Central to the investigation is how a purportedly “fictitious” or “non-existent” agency managed to secure an allocation of N1.3 billion inserted into the signed 2026 Appropriation Bill.
While Adeyemi welcomed the President’s prompt directive, he argued in his July 13 open letter that a probe conducted strictly by a government agency like the ICPC cannot guarantee public trust.

“Under the current framework, obtaining a truly impartial hearing presents severe structural challenges,” Adeyemi wrote. “True accountability cannot be achieved when the agency conducting the investigation answers directly to the branch of government within which the core allegations lie.”
He promised to step forward immediately with “comprehensive documentation and verifiable evidence” the moment an independent, internationally observed panel is established.
“They want me dead” — Allegations of state cover-ups and demolitions
Defending his decision to remain out of physical custody ahead of his scheduled arraignment at the Federal High Court in Abuja, Adeyemi alleged a severe threat to his safety.
“I must state clearly that walking freely into custody under the current arrangement poses an immediate, existential threat to my life,” he claimed. “I have received verified, highly reliable intelligence indicating that I am targeted for elimination the moment I surface in an unmonitored environment.”
To back up his fears of a state-level cover-up, Adeyemi pointed to the mysterious death of Dolapo Babatunde Tanimola, a key intermediary in the PFIPC appointment scandal.
According to official reports, Tanimola tragically died in a sudden fire incident at the Kachi Hotel in Utako, Abuja. However, Adeyemi raised several troubling questions regarding the incident:
No Verification: He noted that there has been a complete absence of independent eyewitness accounts or media reports confirming any such inferno at the hotel.
Scene Demolition: Most disturbingly, Adeyemi pointed out that under highly unclear circumstances, unidentified armed actors manualy demolished the entire Kachi Hotel structure down to rubble days after the incident.
Evidence Erased: He argued that this swift demolition, executed without the formal involvement of FCT regulatory authorities, effectively destroyed a critical physical crime scene and erased vital material evidence.
Ongoing legal battle
As the ICPC begins its 30-day countdown to submit its findings, the criminal case against Adeyemi is moving forward in court.
The police are set to arraign Adeyemi before the Federal High Court in Abuja under a fresh charge sheet, marked FHC/ABJ/CR/562/2025.
The prosecution alleges that the PFIPC is a completely fictitious creation designed to facilitate fraud and forgery, while Adeyemi maintains he was a victim of high-level political manoeuvring and systemic vulnerability.
