
The Nigerian Communications Commission (NCC) has invited stakeholders to submit written contributions toward the review of the National Telecommunications Policy (NTP) 2000.
A consultation paper outlining proposed changes has been published on the Commission’s website.
Submissions are due by Friday, March 20, 2026, and should be addressed to the Executive Vice Chairman/CEO of the Commission or sent via email to stakeholders@ncc.gov.ng
The consultation is being conducted in line with Section 24(1) of the Nigerian Communications Act (NCA) 2003, which requires a public consultative process before the formulation or review of general policy for the communications sector.
The review follows the inauguration of a Ministerial Steering Committee (MSC) and a Ministerial Technical Committee (MTC) by the Minister of Communications, Innovation and Digital Economy, Bosun Tijani, to oversee the process.
According to the Executive Vice Chairman of the NCC, Aminu Maida, the consultation marks the first step toward developing the National Telecommunications Policy 2026, which will replace the existing framework after 25 years.
He noted that the NTP 2000 significantly transformed Nigeria’s telecom sector, expanding active mobile connections from about 500,000 lines to nearly 180 million as of December 2026. However, he said growing demand for data services and emerging technological challenges require a refreshed policy direction.
The revised framework will align with the Minister’s Strategic Blueprint, focusing on spectrum management, universal access, broadband penetration, net neutrality, quality of service, sustainability, and national security.
Maida encouraged licensees, consumers, government agencies, civil society organisations, international partners, and other interested parties to participate in shaping a modernised telecom policy that reflects current realities and future industry needs.
